Given the standard of domestic wiring here there must be millions of electrical related conflagrations that go unreported.

One would think that but in our suburb of several hundred homes have not seen or heard of any fire since built in 1975 - nor do we know of anyone having had such fires. There are occasional reports in news but in daily life home fires are very few and far between and suspect open wiring on non flammable materials plays a positive role in that. Most shorts do not go beyond melting immediate plastic materials and self extinguish.

I'm guessing most electric caused fires are not from shorts but from loose wire connections that end up sparking/melting and can be on L or N and will not trip MCB/RCB. If there's not combustible material nearby, it will just melt itself. Otherwise (when there is something can burn near by), fire! And, why all electric connections should be in enclosure.
