DSI says PCC forged documents for Bt579 million

BANGKOK: -- The Department of Special Investigation (DSI) has reportedly discovered that PCC Development and Construction Co (PCC) - the company at centre of the police station construction scandal - forged documents to show constrution progress, enabling it to make cash withdrawals on 53 occasions from the Government Savings Bank, amounting to Bt579 million.

Police Lieutenant Colonel Thawal Mangkhang, a DSI special investigations expert, said yesterday that initial investigations of bank records had found that PCC had forged documents or used documentation from other projects to make cash the withdrawals. The amount withdrawn by PCC, totalling Bt579, was almost at the overdraft limite set by the bank of Bt600 million.

Next the DSI investigators would check in details for each payment compared to the actual amount of construction done, because DSI found that many construction sites weren’t progressed at all but had already showed documents to withdraw nine rounds of payment already, he said. DSI would also checked on the people whose named appeared on the allegedly forged documents if they were really involved in the project. He said this could mean that, besides the fraud charge, PCC might also face the additional charge of document forgery.

PCC, which was awarded a controversial contract by the Royal Thai Police Office (RTPO) for 396 police station buildings, was also facing a separate DSI probe for fraud after DSI received complaints from 20 companies subcontracted by PCC to build police stations, as the 20 companies claimed they were cheated by PCC.

As for the fraud case filed by sub-contractors, Thawal said the investigators had notify the charge to PCC executives and that case was concluded, only pending the RTPO document for contract cancellation, after the RTPO had earlier this month announced the contract cancellation with PCC.

do not forget the present government extended there contract several times over the last year or so, Who was getting the pay off?

I'm sure the DSI will tread very careful with this as the activities on both sides will not stand close scrutiny but since the DSI works for PTP we can guess their will be no unbiased investigation

That there has been corruption is hardly in doubt. But, as already pointed out, we won't see an impartial investigation from the tainted (Tarit-ed) DSI.

As they started this under instructions from their PTP bosses in order to find more dirt to throw at the Dems, they now have to carry on and point fingers at anyone (except PTP supporters) involved.

It's very unlikely that the truth will emerge from this finger-pointing exercise.

Quite clearly the DSI is having to deal with a bunch of corrupt, well organised, hard nosed individuals seemingly intent on filching as much money from the state coffers as possible in this golden opportunity to enrich themselves.

And this PCC mob seem to be just as bad.

ha ha, but is anybody jailed ? and under pressure ? dont think so..

Same with goverment poople, that took goverment forrest land and sold to people that will make resorts in Phuket, what happend with hat case ? as long as right people is payd off in Bangkok. 0 happens. the investigator will be moved another place, if get to close too the truth.. is so accurate that we can ajust the clock after this people..

That was my thoughts.. the PCC was found forging documents, but WHO in the PCC.. I mean, they can't forge themselves, can they? So nobody is being held to the accounting, right? next case.. coffee1.gif

No fear of an unbiased investigation the real crims in this enterprise has already been charged...............

The Department of Special Investigation (DSI) alleged yesterday there was solid evidence that former PM Abhisit Vejjajiva and his deputy Suthep Thaug-suban broke a Cabinet resolution on a project to construct new police stations.

Former prime minister Abhisit Vejjajiva and former deputy PM Suthep Thaugsuban violated laws in awarding contracts to build 396 police stations, the Department of Special Investigation said in its investigation report submitted yesterday. Abhisit violated Article 157 of the Criminal Code covering officials who wrongfully exercise or do not exercise their functions, the DSI said. Suthep is accusing of violating the same article, as well as Articles 11, 12 and 13 of the Bidding Price Collusion Act.

A small police station was constructed in Thayburi district of Pathumtani and completed. It was located on soi 54 of rout 305, nest to the temple. Three month ago it was demolished.

Care to give the details. Was it on of the stations PCC contracted for and the reason for tearing it down.

How long was it ip before it was demolished?

Last I heard PCC was claiming they could explain every thing they had done nothing wrong and were going to sue the government for canceling the contract.

This could turn in to a real side show the Dems the PTP and PCC all claiming innocence and pointing fingers at the others.

They better back up on that one could easily apply to the PT also for other cases.

On an unrelated matter, can someone please tell me what happened to the full body scanners that were installed at great expense at the airport. One still has to go upstairs and downstairs however they have gone back to the old system.
