Being a public official and in Thailand on official business, this sort of thing is frowned upon by all cultures. Not just Thai or Chinese. If he had been on his own satang, then no harm, no foul.

It's a picture taken with LB performers following a show. That much is obvious from the pics. It seems the Chinese press have learned a thing or two from their western counterparts. Such as finding pictures like this and spinning the story to stir up as much crap as they can.

Please look at the circumstances. The issue of corruption is hot topic in China at this time.

The issue is not about Ladyboys or homosexuality. As was stated, the man's family and wife was with him. The issue is all about the possible misuse of public funds and the impropriety of a developer being the paymaster.
