ARF DiREx 2013 co-hosted in Thailand

BANGKOK, 8 May 2013 (NNT) – Thailand and the Republic of Korea on Tuesday jointly hosted the ASEAN Regional Forum Disaster Relief Exercise (ARF DiREx) 2013 in Cha-am, Phetchaburi, Thailand.


Thailand’s Deputy Prime Minister Plodprasob Surassawadee and Korea’s Deputy Minister for Multilateral and Global Affairs Kim Bong-hyun co-chaired the event.

The ARF DiREx 2013 is organized during 7-10 May in Cha-am, Phetchaburi with an aim to establish concrete regional cooperation on disaster management. More than 2,400 representatives from 27 countries participated in the exercise.

The main organizers for Thailand are the Ministry of Interior, the Department of Disaster Prevention and Mitigation, the Ministry of Defense and the Ministry of Foreign Affairs.

The exercise comprises 2 main activities, namely Field Training Exercise and Table Top Exercise.

The Field Training Exercise exercise consists of 7 stations: 1) Emergency Operation Center, 2) Rock Slide 3) Building Collapse 4) Maritime rescue operation 5) Evacuation Camp 6) Chemical Leakage and 7) Air Operation.

While the Table Top Exercise focuses on disaster management policy and cooperation frameworks between Thailand’s government agencies and regional organizations.

According to Plodprasob, the exercise helps demonstrate Thailand’s readiness to deal with possible natural disaster and consequently create confidence among expatriates, foreign investors, and tourists.

BMA’s medical team reports alarming level of TB infection on city streets

Kingdom to clean up image on terrorists

BANGKOK: -- Thailand will likely release the names of five to seven alleged terrorists and their sponsors this week, according to Anti-Money Laundering Office's secretary-general Seehanat Prayoonrat.

The move is the start of a national effort to get Thailand removed from the Financial Action Task Force (FATF)'s list of high-risk and non-cooperative jurisdictions.

This week, FATF will listen to Thai authorities' explanation on the enforcement of laws against money laundering and financial sponsorship of terrorist activities.

FAFT will make its decision on whether to remove Thailand from the public record during its meeting late next month.

Another Bt45m funding approved for Preah Vihear legal campaign

BANGKOK: -- The Cabinet yesterday approved an additional budget of Bt45 million to handle the Preah Vihear Temple case, which is currently before the International Court of Justice (ICJ) in the Dutch city of The Hague.

Cambodia has petitioned the ICJ asking it to interpret its 1962 ruling, which states that Preah Vihear is located on Cambodian soil, in relation to disputed land surrounding the temple.

The move has caused concern among Thais who fear that Cambodia may try to claim the land.

An informed source yesterday said that of the additional budget, Bt20 million would go to the five-member legal team and some Bt3.4 million would go to two map experts. A portion of the budget will also be used to produce copies of recordings of the Thai delegation's statements to the court. The copies will be distributed to the public.

According to the source, the previous administration led by Abhisit Vejjajiva approved a Bt120-million budget for the handling of the Preah Vihear case. Most of that sum has already been spent.

"Now, there is just Bt4.8 million remaining, so the Foreign Ministry has requested an additional budget," the source said.

Police officer identified in line-up but denies sexual assault claim

BANGKOK: -- An officer from Thong Lor Police in Bangkok accused of sexually assaulting an 18-year-old woman from Laos while sidelining as taxi driver on April 21 surrendered yesterday afternoon, but denied any wrongdoing.

Pol Sub Lt Thatree Seubsaman, 53, who was wanted by Samut Prakan Muang district police, was also identified as the culprit in a line-up yesterday.

Before being taken to an apartment in Udomsuk, where the alleged rape took place, Thatree briefly told reporters he came to hear and deny the charges of illegal detention and rape filed against him, but said he would testify in court only.

He was detained at Muang Samut Prakan Police and will be taken today (May 8) to the provincial court for legal processing.

Thatree reported to Thong Lor superintendent Pol Col Chumpol Pumpoung at 10.30am to hear the charges of rape and illegal detention. He denied wrongdoing before Thong Lor police passed him on to Samut Prakan police, who had taken the victim's complaint.

Thatree was temporarily dismissed from the civil service pending inquiries into the rape allegation. Later, there was a clip from a CCTV camera in Soi Udomsuk 56 that revealed the victim wasn't handcuffed, as previously reported, but appeared to follow him to the apartment.

Southern security tightened as new school term starts

NARATHIWAT, May 8 – Army chief Prayuth Chan-ocha made an inspection in Thailand’s far South today to ensure security for teachers and students as the new school year will begin next week.

He arrived in this violence-prone province this morning to ensure the preparedness of army forces in providing special protection to the southern people.

He said security forces have been assigned to be on duty at teachers’ residences and schools, and along their commuting routes.

The army chief called on teachers to strictly follow the authorities’ instructions on security.

Meanwhile, navy chief Surasak Roonrengrom visited four technicians of the Navy Explosive Ordnance’s special unit who were injured in a recent explosion.

He also instructed navy personnel in the South to follow the teachers’ protection measures.

Thai Buddhists and Muslims, including teachers, have been targets of attacks by southern militants who continue their insurgency movement in the three southern border provinces of Narathiwat, Pattani and Yala and some districts in nearby Songkhla province. (MCOT online news)

Nakhon Phanom Animal quarantine center short of funds

NAKHON PHANOM, 8 April 2013 (NNT) - The Nakhon Phanom animal quarantine center has claimed it will be short of funds soon given it has to take care of nearly 3,000 canines that have been brought in.


According to Mr.Chusak Pongpanich, head of the Nakhon Phanom quarantine center, at present there is only 3 million baht remaining in the Canine charity funds; which will impact the center in the long run. The Nakhon Phanom quarantine center and the Nakhon Phanom provincial livestock officers have urgently requested that the Department of Livestock Development and relevant agencies come up with solutions to the problem.

Without stringent law and severe punishment, dog trafficking will remain a major problem, as those involved in the crime can make fortune out of the illegal activity. In addition, dogs that have been seized are a burden to the center, which has to care for them, said Mr. Chusak.

The center had already had approximately 1,500 dogs under its care when another batch of over a thousand canine was brought in from Bueng Kan province a few months ago, pushing the number of dogs it has to take care of to nearly 3,000; and the cost of caring to as much as 40,000-50,000 baht per day.

Bangladesh building collapse: Death toll reaches 746

Bangkok schools told to implement 9 safety measures before new semester begins

BANGKOK, 8 May 2013 (NNT)-The Bangkok Governor will be implementing 9 safety measures to raise the safety standards for schools in Bangkok before the new semester is set to begin in the middle of this month.


Bangkok Governor M.R. Sukhumbhand Paribatra has instructed all district offices and schools around the capital city to strictly follow the safety rules in schools.

The 9 safety measures encourage schools to make sure safety gears and related devices are always in good conditions. This includes CCTV cameras, the electrical system of the buildings and teaching materials such as toys and playground equipment.

According to M.R. Sukhumbhand, the BMA has received cooperation from civil defense volunteers and municipal police in helping keep the traffic on the first school day in order. More than 100,000 helmets have also been given to students who ride motorcycles to schools.

The Metropolitan Police Bureau will be joining hands with the BMA in helping to relieve traffic congestions in Bangkok, given the amount of over 100,000 new cars and the construction of railways in various areas around the city.

Research finds Suvarnabhumi Airport high on smoke

BANGKOK, 8 May 2013 (NNT) – According to a research conducted by Mahidol University, smoke-developed index (SDI) from cigarette in Thailand’s airports is 4 times higher than in the United States, suggesting that if no measures are taken, people with heart disease or asthma could experience heart failure.
