I've heard conflicting reports and need to get one. Anyone know the current status, and do you need an appointment?

I got one there about a month ago. I'm sure you need an appointment.

I think one of the recent threads said that immigration was offering them again.

For sure you would need an appointment at the US consulate and money.

Yes ,Immigration have restarted the Residance Cert . service .It takes 3 days to get from when you give in the paper work .

US Consulate always does but yes you need an appointment for everything there now

But it is easy & done online.
Usually for the next day & they send you a confirmation email immediately

I have been here a decade and have never heard of this - yes, I have a DL and a Car and register it every year.

You mean you never heard about the notary services at the US Consulate?

I have used them 3 or 4 times.

Only because it is easy & quick + sure thing & the certificate is non expiring.

The one from Immigration has to be used by a certain time.

Which usually should not be a problem but last year I was reserving a new Ninja

& did not know when the finalized date would be that I needed it.

But I think most like you just use the immigration & also it is quite a bit cheaper
