arrival card disappeared at swampy?

ok so it happens quite often, and I have had a quick check on previous posts concerning disappearing tm6 cards.it seems most tv members go with the getting a police report for 100 bht

and carrying on with the scheduled date for the visa run to the border. And I was thinking that seems logical enough, but I decided to phone a long established visa run firm in pattaya and I was informed by the thai lady that if I go to the border with a police report ect that does not mean I will get my 90 day stamp, the lady said what use is paying for a police report when you will still have to pay the people at the border? I have used this company for a long time and have found the lady concerned very fluent, honest, and intelligent, but even when I mentioned going to jomtien immigration with the police report and getting it sorted before I go, she still insisted they are not at the border and I would only be paying twice for the same thing?my main concern is getting to the border and then being held to ransom.

in 16+years I have never had a problem like this so I suppose I was due one, it has taught me to take an extra 5 mins to check every last item when going through immigration in future as Thailand will still be there when I get through.

any advice or knowledge of this situation would be appreciated

You probably won't need the police report at the border. They will just give you a new TM6 to fill out.

Police report is needed if you go to most immigration offices. But if you are not on an extension of stay or wanting something done at immigration you can just wait until you leave.
