All government offices in Pattaya closed for holidays?

I saw the sign on the door at the immigration office today that said the office would be closed on the following two dates.

Monday, 22 July 2013
Asalha Puja is a Buddhist festival takes place on the full moon of the eighth lunar month. It commemorates the Buddha’s first sermon.

Tuesday, 23 July 2013
This day marks the beginning of the Buddhist ‘lent’ period. Buddhist Lent is a time devoted to study and meditation.

is there any way to find out if these dates likely to apply to the driving licence centre as well? I don't want to travel out there and then find its closed because it's quite a distance out and I can't seem to find a contact number for them.

All government offices and banks wil be closed. Effective from B.E. 2550 onwards, the Asarnha Bucha Day is prescribed as a holiday, in replacement of the Buddhist Lent Day.

In the calendar on your link it shows only Monday 22nd and, not Tuesday 23?

The start of lent day has now been passed in parliament as an 'official' holiday and 'dry' as well, not sure if it's just for this year or onwards, 'cause sometime the government will announce a substitute holiday and extend a mid-week holiday into weekends for some years too.
