Lampang Hospital Director Arrested For Lethal Drunk Driving

LAMPANG: -- Hospital director in Lampang province was arrested after he allegedly killed a 17-year-old man as he was driving under influence of alcohol.

Police in Hangchartra District arrested Mr. Narongrit Ngao-tasom, 46, the director of Hua Rean Hospital, after he reportedly hit Mr. Siwakorn Saisuphap, a student at Lampang Polytechnics, to death with his Toyota pickup. Mr. Narongrit was heavily drunk at the time, police said.

The incident took place in the evening of 16 July. At the scene, they found Mr. Siwakorn dead on the ground. Witnesses said they had given chase to Mr. Narongrit who reportedly attempted to flee the scene but was eventually overwhelmed and escorted to the police.

At the police station, test revealed that Mr. Naronrit had 0.188% of alcohol in his blood. The number is considerably higher than the rate allowed by law of the Kingdom of Thailand, which is only 0.05%.

The police then charged Mr. Narongrit for drinking under the influence and causing death. Mr. Narongrit later placed the bail money of 200,000 baht in cash and was released from the custody.

Mr. Daranee Saisuphap, 39, the victim’s mother, tearfully told our correspondent that Mr. Siwakorn was her eldest son, and she never thought such tragic accident would happen.

She also claimed that that Mr. Narongrit been trying to negotiate about the compensation for her son′s death by sending his close associates to talk to the family. However, Ms. Daranee said, the family was too busy dealing with Mr. Siwakorn’s funeral and was in no mood for talks about the matter.

The police then charged Mr. Narongrit for "drinking under the influence" under the influence of what, is it an offence to consume to many Thai soaps whilst drinking? Or do they mean drinking under the influence of driving or was the reporter pissed when he wrote this.

One would guess they meant "driving under the influence" . . . but hey, all those promised education improvements haven't kicked in yet, so give them a break thumbsup.gif

I have a 17 year old - just imagining the blow when you hear the news. I can relate to the mother not wanting to deal with talks about compensation when is has to deal with a funeral. OMG i would be broken forever

What happened to criminal charges here in Thailand. Then it wouldn't matter if he paid money or not... He committed a criminal offence.

If he walks free then the criminal justice system has failed the boy.

I guess when you drive a pick up truck and hit a motorcyclist who is not a cop, you get charged with drunk driving and it happens in a few days. Looks like this will be sorted out in a couple weeks, although that is pure speculation as there is no mention of court dates... or if it will even go to a court.

But when you drive a Ferrari and run over a policeman at 180 KPH on a downtown city street... then you get your blood tested several hours later... there is discussion that perhaps the drinking happened after the accident... etc. Oh! And you test positive for cocaine use. In this kind of case things get delayed more than a year for you to even be charged with an offence.

I guess when you drive a pick up truck and hit a motorcyclist who is not a cop, you get charged with drunk driving and it happens in a few days. Looks like this will be sorted out in a couple weeks, although that is pure speculation as there is no mention of court dates... or if it will even go to a court.

But when you drive a Ferrari and run over a policeman at 180 KPH on a downtown city street... then you get your blood tested several hours later... there is discussion that perhaps the drinking happened after the accident... etc. Oh! It's called society/high society or knowing your place. If he is charged he could always take to the appeals court and get the female judge, she is not happy with the BIB at the moment.

If he walks free then the criminal justice system has failed the boy.

If the deceased family accept compensation, using police as the facilitator, no criminal charges are laid. The family can decline to accept compensation and then the case proceeds to court. If found guilty the family can make a damages claim through the Civil Court. The challenge would be to enforce payment. Possibly a very lengthy appeals process for both the criminal and civil courts.
