Spoonman
A cable will not do it, you will need an adapter. http://sewelldirect.com/Sewell-HD-Deck-USB-to-HDMI.asp
Phil Conners
Yes, for 75 baht from Ebay - link Edit: Actually that's for uUSB, i.e. only for mobile phones and using MHL technology which probably isn't present in laptops. For a laptop solution, assuming you have a USB 3.0 port you can check out this link For a desktop solution, buy a new graphics card, they're not expensive, but the details would depend on your motherboard. Tywais
If a desktop computer, a new video card with HDMI out may be cheaper and more readily available. If a notebook either USB-HDMI or VGA-HDMI converters, both around the same price.
Spoonman
Yes, for 75 baht from Ebay - link That will only work if the laptop is an MHL Enabled Device.
Chicog
There are reasonably priced USB graphics adapters here, but I don't know if USB 2.0 will cook it. http://plugable.com/products
TwentyBaht
Just my experience. Tried a USB-HDMI graphics adapter. Laptop to HD TV. Resolution was good for monitor (desktop) use. HDMI video was choppy. And, no sound. Tried another laptop. Same. That said, I'm sure all USB-HDMI graphics adapters are not the same. But, at this point, I'm leaning to a PCI/HDMI video card. Installed in a small media box. Cheers
Chicog
These work really well, but you can't leave them on 24x7 or they start to get warm and misbehave. Again, you probably need USB3.0 for 1080p video with sound. http://www.netgear.com/home/products/hometheater/media-players/PTVU1000.aspx

Any Android TV stick will also do the job. http://www.amazon.co.uk/Mini-Android-Google-Player-Smart/dp/B008XX29WS#productDetails
Turkleton
Any Android TV stick will also do the job. http://www.amazon.co.uk/Mini-Android-Google-Player-Smart/dp/B008XX29WS#productDetails Overkill and only if you like to tinker with UPNP/DLNA server and clients. (Not forget Android itself) . Youtube might be ok, but if you want to play local content from a Laptop/HDD...? I assume, streaming is no option. PS: "Chromecast" can only stream content from Google's cloud! You can't stream local content from your phone/tablet. And it's absolutely useless, if you want to use a Laptop. I think the OP just wants to plug a cable into his TV and watch videos. I would suggest, to buy a simple VGA monitor-cable and an audio-out chinch cable/adapter and plug it together. No complicated setup necessary, works out of the box. 300 Baht, job done. That's what I did with my old, "non-HDMI" Laptop and a flatscreen.
