Thai education system - kindergarten level

Age Restrictions by the Ministry of Education

I am trying to enroll my daughter to the EP (English Program) in Catholic School named Sacred Heart Covent School, which is located near Klong-Toey, Bangkok.

The age is the critical point to my story, my daughter is three years and four months old.

Apparently, there is a government regulation that restricts children under the age of 4 to be accepted to the grade K-2 (kindergarten level 2).

The EP (English Program) at the school starts at K-2. So, the EP manager suggested to make a test to see if my daughter is developed enough and suitable to attend the K-2. My daughter spent one day at the class and was gladly accepted by all involved. The problem started when we get to the school office to fill out the forms. The office staff informed us of the Ministry of Education age restriction.

I should point out that at the first place it wasn't my idea to put my daughter at K-2. The EP manager was not aware of any age restrictions as well. So, in order to find a solution to the problem, the school offered me that my daughter will spend two consecutive years in the K-2. Rather ridiculous suggestion... especially taking into consideration that the cost for one term is over THB 50K.

In fact, thinking on the subject, I can not understand the reasons for such restrictions being imposed. All Thai and Farang teachers I spoke to at the school are also confused by such illogical regulation. But on the other hand, I wouldn't want to fight with the Thai Ministry of Education.

Any advice???
