has to be OFFICIAL translation

Without wishing to be anything other than helpfull, possible the best place to start would be the Cambodian Embassy. If you're looking to get an official Cambodian document translated into Thai, I'm sure they will advise you where. Once you've got the Thai version, English variants shouldn't be a problem.

You getting married per chance?

DO NOT want to deal with the Cambodian embassy as they will merely tell u to go back to Cambodia.

You know Cambodia is the ONLY country i have found that will not issue passports? whenever a Cambodians passport expires, wherever they are they need return to Cambodia to have anew one ( there's are also only valid for 3 years with 2 2 years extensions)

the letter is permission to marry an they would not issue her one in Bangkok so she got it done in her province.

Cambodia has a law that if the guy is over 50 he cant marry a Cambodia lady,

Getting married makes it easy for her to stay as she can tag onto my extension. Either that or go for the Migrant visa ( valid for 2 years) just giving myself options

I have contacted friends in Cambodia an am working on it thru there.
