US Military stationed in Japan getting married to Thai national

I am an American Military stationed in Okinawa, Japan and trying to get married, or get my marriage registered with my Thai fiance. We are trying to do it here in Japan without going back to Thailand because she is here on a 3 month tourist visa with me. So I have not really been able to get in contact with the Thai Embassy in Japan which should have all my answers but I have already talked to the Legal Office at my base and they explained it was possible with an Affidavit for me and one for her which just says that we have not been married before and are not married to someone else right now, then we get them translated into Japanese and take them to the city office to get the Marriage certificate. I got my affidavit from my base's legal office but my only problem is I can not find anywhere on the internet of someone getting a similar Affidavit from Thailand for my finace to get married here. And if there is one to get if she has to be whereever in person to get it or can we get it sent to us and notarized somewhere here. If anyone has heard of or dealth with something similar please let me know thank you

It will be the Thai embassy/consulate that give out the needed letter. Best is if your Gf contacts her embassy and inquires about what docuemnts are needed for the embassy to issue the letter.
