Can I enter on a 30 day stamp and then apply for a retirement visa once I get to LOS?

No and you may have to have a ticket out within those 30 days to board aircraft. You should have at least a tourist visa but you can always get a visa in an adjoining country later to take care of 90 day visit. If you really want to retire financials would have to be here and then you make application for change of entry and then extension of stay.

As said, without a Visa you may not be allowed on the flight.

If you intend staying more than 30 days you need a Visa

Or buy a ticket out to a nearby country on a low cost airline (airasia.com) within 30 days.

If you chose to make it a round trip ticket to KL or Penang Malaysia you could easily get a single entry non-o since you are over 50 possibly with only an overnight stay needed dependent on arrival time.

Maybe better I apply for a retirement visa before I come. Any idea the turnaround time between the time they receive the application and when I might have the visa in my hands? I will aply at Washington DC. I can postpone my trip for up to 3 weeks.

The only visa that comes close to a being called a retirement visa is a OA visa and that requires proof of income and etc. and gives a one year entry.

Embassy website says 10 days or more.

I think what you want is a non-o visa. The embassy and the 3 official (NY, LA, Chicago) consulates do not issue them because they do OA's.

You will need to get your visa at one of the honorary consulates. There has been a recent report that they some cannot accept mail in applications now. You could contact Portland OR consulate because apparently they still accept mail in apps. They do same day turnaround of mailed apps.

If you only plan to stay 90 days or less a normal tourist visa is all you require - or just be prepared to buy a ticket out within 30 days if required by airline. Ticket could be used to obtain a visa, either tourist or non immigrant O at a local region Consulate such as Kuala Lumpur.
