So I guess he didn't go to Singapore for business but for recreation and to watch a F1 race. I also get the feeling that the authorities have no intention of applying for an arrest warrant and are just waiting for the whole thing to blow over.

This case will become another bump under the rug within the next six months and then the slimy, cowardly little snake will slide back into the country. There is no 'justice' in Thailand if you are as rich as this family; such justice only existing for the poor.

Oh those evil Democrats! Even while in opposition they can order the PTP controlled police to turn a blind eye to this case. Maybe they've asked their good friend Tharit of the DSI to leave the guy alone? One party currently has the power to do something about this. The same party that has a deputy PM who aided and abetted a cop killer of his own. The same party that is led by a man who fled a corruption charge, and has plenty more waiting for him when he gets back. The same party that was willing to "forgive" thousands of corruption cases in order to absolve that leader from his crimes. The question should be, why hasn't this party done anything to reform the system when it claims to be "for the little man"? What happened to Moo Ham, the guy who ran down the people at a bus stop? What happened to the girl who collided with a mini bus on the expressway, killing several? What will happen to the Karen girl's trorturers? And yes, we'll get the usual bleating about "but the Democrats...". That is some really weird logic. Ignore the fact that the PTP government has done nothing, suggest that the democrats can't get elected which means they will be able to do very little, but then that's because they are being bribed.

Part of the problem is that in the last two decades, there are more people with more money -- not necessarily moving into the very wealthy category, but who can see themselves a little further up the food chain. The lives of the poor were very expendable years ago. Now, some of these people have value and when they are killed by a Mercedes wielding kid or an unlicensed girl who hits a van, it gets noticed. Years ago, it wasn't even noticed.
