What a poor headline and a quite badly worded article...............again!

My understanding is the Governor wants to legalise many of the unlicensed tuktuks, which is fair enough, not add to the overall numbers.

I'm sure the Gazette uses these ambiguous (or in this case blatantly wrong) headlines purely to get hits.
