Thailand to launch world's first flood forecast system today

BANGKOK: -- A Japan-funded flood forecast system will go into full swing in Thailand on Friday, drawing lessons from the massive flooding in the country in 2011, officials of a Japanese aid agency said Thursday.

The government-linked Japan International Cooperation Agency (Jica) said the internet-based system for the Chao Phraya River basin is the first of its kind in the world.

The floods inundated hundreds of factories and other manufacturing facilities, many of them owned by Japanese companies or supplying Japanese firms operating in central Thailand.

To prevent the same problems, Jica started developing the system in July last year under a budget of around 400 million yen (124 million baht) and has decided to commence full-fledged operation following testing. [read more...]

The system comprises 1000's of people spread along the banks of rivers, 200m apart, all with a mobile phone. The idea being that they call a hotline number when the water goes past a certain depth. Works great.

we have had this in the UK for many years. How does Thailand think it is the first in the world?

Stand Somchai in the middle of the river with a mobile phone. He calls out the feet and inches as it rises. When he says "glug, glug, glug" declare an emergency.

Note that the ministry of science couldn't actually come up with a plan of their own it is a Japanese funded and developed scheme

I have to admit , every good things to prevent floods are good ..... could this system inform us some time in advance to bring up all furniture in time ? not sure if I have to laugh or to worry ....

Even without an University degree I can predict it, heavy rain in the North means flooding in Bangkok later.

If the river rises it will flood, just pay some locals to open eyes and call out

Get the bloody Dutch in , then u not need a flood forecasting system . But no they been to Bulgaria to work together on watermanagement .

I think the problem is that the Dutch are not that keen on corruption .

I do hope plodprasop suraswadi was put in charge of it, will be fail safe with that mastermind at the helm!

I hope this is not going to turn out like the Tsunami early warning system that operated for two years without any batteries in the remote sensors out in the ocean, simply because nobody wanted to pay for new ones.

The answer is obvious - if the Japanese system doesn't work properly, it's entirely appropriate to blame the Japanese.

And the chances of it actually working is pretty slim. Most of the flooding last time was caused by local government prats and government muppets with huge egos opening and closing flood gates and dams to protect their own little patch, irrespective of any "master plan" that may actually work for the betterment of the country.

Remember the debacle over who had jurisdiction over the gates in and around BKK? And opening the big dams up country seemed to be a political decision rather than a logical flood management decision.

LOL - they just contracted an unknown Turkish firm to develop and install a flight deck communication system on the Thai Airways fleet of aircraft , so absolutely nothing can surprise me about these nutters.

Flood reporting... Not flood prevention... nearly 2 years now and sweet FA done except piss away taxpayers money...

I thought Japan didn't have any money nowadays ? Or do they mean money from the Japanese Tsunami fund which Thailand collected - which never quite made it there ?

I am surprised the Japanese are involved in this. They are usually quite practical. Maybe their associations with the Thais is beginning to wear their intelligence down to a single synaptic response to issues, just like the Thais. Makes me think if that nuclear reactor incident was somehow related now...
