BANGKOK, Oct 18 – A House committee scrutinising the proposed Amnesty Bill yesterday failed to agree on details of pardons to be extended offenders.

The bill, passed by the House of Representatives in the first reading, is pending scrutiny by the House committee before re-submitting it to the House for the third or final reading.

According to the bill proposed by Pheu Thai MP Vorachai Hema, amnesty would be granted to offenses conducted between September 19, 2006 and May 10, 2011.

Yesterday’s meeting, however, agreed to start the amnesty from 2004.

Some MPs said the final date for the amnesty should be August 8, 2013 – the day when the Amnesty Bill passed the first reading.

A few MPs argued that those involved in the demonstration at Urupong intersection and rubber farmers who rallied in the South should also be covered by the bill.

Opposition Democrat leader Abhisit Vejjajiva said pardons should be granted in accord with the law, and not based on timing or incidents.

Another scrutiny committee member, Thaworn Senneam from the Democrat Party said it was unacceptable to grant amnesty to offenders involving in people’s lives or injuries.

The committee continues its meeting today. (MCOT online news)

Pheu Thai party sends SMS to MPs reminding to vote for constitutional amendment

BANGKOK, 18 October 2013 (NNT) - Government Chief Whip, Amnuay Klangpa, the Pheu Thai party had sent SMS messages to remind Members of Parliament (MPs) not to miss the voting in the third reading of Section 190 of the constitution amendment - also noting that Thaksin will not dissolve the parliament.

The Chief Whip also stated that although the date of voting for Sections 68 and 237 has not yet been fixed, the two sections of the constitution amendment would also be brought into parliament after concluding the votes regarding Section 190.

SMS messages had been sent to party MPs, urging them to participate in the voting of the Section 190 amendment on November 2 - also ordering all MPs to remain in the country.

Whether or not bringing in the Section 68 amendment into parliament would escalate current protests is another issue, said Mr. Amnuay, as it is solely for the benefit of the Thai people.

As for rumors of dissolving parliament, the government Chief Whip affirmed that former Prime Minister Thaksin Shinawatra gave no such orders.

If this version is enacted, all legal cases agasinst former prime minister Thaksin Shinawatra would be annulled, including the Ratchadapisek land case that saw him receiving two-year jail term.

I love how much credence is given to loaded questions from the Nations reporters, as if they were real statements from Thaksin.

It's not as if the Nation is Thaksin friendly is it. Do you honestly think they have regular chats with him to find out whats going on? When even the other paper has been caught out in fabricating interviews and publishing them as the truth, what do you think the Nation is going to do?

I know there has never been any doubt who is running the show, but surely this is taking the p*ss..

Apart from the complete arrogance and total disdain for the so called system it absolutely shafts his idiot sister who is flying around the world claiming to be the Thai Prime Minister.

Maybe that's why he lets her pretend to be the defense minister too. They think foreigners might be dumb enough to believe that as it helps his ego to think that all these foreign governments know he's the real boss.

As for newspapers disliking Thaksin, well to be fair it's not only newspapers. Still newspapers disliked the bit about being sued almost out of existence for reporting cracks Thaksin didn't like to be reported on. Not-his current government is starting to get not much better than that.

It's appalling that one man can be allowed to manipulate a country to the extent he can contrive to have a criminal conviction, of which there is no doubt he is guilty, and other more serious criminal charges dismissed, under the veil of an amnesty based on politically motivated actions in the interests of reconciliation.

The guy is a common criminal who, should he return, will try to set himself up as a dictator and plunder the countries wealth to benefit his family, clan and cronies. I wonder if his visit to China is to make sure he can count on their full support? In return for what we wonder?

If he comes back and takes over, then it really is time to accelerate the exit plans.

It's appalling that one man can be allowed to manipulate a country to the extent he can contrive to have a criminal conviction, of which there is no doubt he is guilty, and other more serious criminal charges dismissed, under the veil of an amnesty based on politically motivated actions in the interests of reconciliation.

Think that should read when he comes back and takes over, pretty sure its a forgone conclusion to this whole farce...

And one supposes he will go on a campaign of vengance of Biblical proportions on those who have "wronged" him...possibly even against the resident nationals of the nations that "wronged" him...ie British, who were one of the first to pull his visa in the UK

The man is a megalomanic, who has lost "big" face...there will consequences i am pretty sure

Those Thai people that benefit, would that include everybody who is employed by the Thai Army? Probably not, but they wouldn't need it as they're covered, just like the former PM and Deputy PM, under the State of Emergency Act, aren't they?

In another thread several posters commented that corruption happens everywhere and comments were targeted at the USA. Does this level of corruption happen elsewhere including the USA?

Corruption does happen elsewhere and is dealt with by the legal governance systems in place whether that be a firing squad in a communist country, self removal in old fashioned honour, or a jail term in a democracy. Here the whole country including its legal governance system is corrupt to the equal of third world basket cases. Thailand's slide into its own corrupt self created abyss gains increasing momentum. Sad that a country that offered so much and could move itself upward into the top echelons of the world economy's is sliding through its self corruption in the opposite direction. In all key aspects (economics, governance, law and society) Thailand is corrupt to the core. The warnings have been coming from within and abroad at an alarming rate in the last few months. A few have seen the writing on the wall since understanding the implication of the "Madam wanted to borrow our names" judges threatened Thaksin not guilty case. What is really sad about the whole <deleted> mess is that the average Thai and especially a lot of the Thai women are the most caring, fun and lovable people on this earth.

My dear fabby, getting a bit off topic, but you might have read that K. Abhisit/Suthep have been charged. Unlike another former PM who unfortunately hasn't been in the country since jumping bail. Charging wait for his return in shackles as it were.

At the moment the possible criteria for amnesty seem 'fluid'. Lots of different opinions on who are 'deserving' and who not. A week or so ago it was reported the Thai population on average didn't like the amnesty for the 2006 coupmakers, Pheu Thai MPs have made various proposals, their UDD leaders in Mp guise also have interesting opinions. The head coupmaker had his political party (and his single MP seat) join the current government. The Democrats protest against this and that, but at least k. Abhisit/Suthep have not run away from responsibility.

BTW last reincarnation seems to have effected your sense of humour and made you somewhat stuffy, my dear fabby.

I'm wondering how this will affect the cases surrounding the deaths in 2010. I'm pretty certain that the families and friends of those killed won't be very happy if the is no justice.

Why do they need such a large building for so few people to sit in.

The average attendance wouldn't make an medium sized KFC look busy.

Just wait until the new, lavish Parliament building is completed. I will look like something from North Korea or the old Soviet Union. So much money to steal and so little time; certainly can't make money doing their job.

Not to put too fine a point on it but it is not one man; it is a criminal confederation or criminal syndicate, if you will, and every member that votes for amnesty for Dr. Thaksin is as guilty as him and is also treasonous. Where is a Thai Elliot Ness?
