No need to mention whether or not he has a wife half of his age, you can assume he has one since 70-80% of farangs, who live in Thailand, have a wife/gf almost half of their age.

In the link to pattaya one site the first pic ( the one where he looks like he is getting his leg over) he is wearing knee high beige. Socks so don't worry he is keeping up the old farang image

He didn't get away with it, so just make him pay the 210baht. Maybe the penalty should be to tie him up on a pole at the beach so the tourists can take a photo with a falang shoplifter.
