Contents of orders from security officials

Excerpts from the Peacekeeping Operations Centre's announcement No7/2556

BANGKOK: -- In an order dated November 25, 2013, under Article 18 of the 2008 Internal Security Act, the directors of Internal Security Operations Command (Isoc) and Peacekeeping Operations Centre (POC) have been empowered to set a timetable to carry out security measures with the aim of creating the least public inconvenience.


Hence, in order to prevent, suppress, end, check, resolve or mitigate the situation in the area, as per Paragraph One, to effectively keep the situation from escalating into violence affecting national security, the POC director invokes proceedings prescribed under Article 18 of the ISA to announce the following:

1. Individuals or groups prone to agitation or provocation, disrupting public peace and stopping officials from carrying out their duties, are banned from entering or leaving the following premises, unless they have obtained official permission or have been ordered by the authorities:

( a ) Finance Ministry, Budget Bureau, Foreign Ministry and Public Relations Department;

( b ) Government agencies, state enterprises, local administration and other state installations, including courts of justice and independent bodies.

2. The directors of Isoc and POC, or designated commissioned officers, are responsible for enforcing this announcement.

3. This announcement goes into immediate effect.

Advice for protesters

Separately, Pol Maj-General Piya Uthayo, who is also spokesman for POC, called on protesters to adhere to their right to peaceful and unarmed assembly enshrined in the Constitution. He called on the crowds to not indulge in illegal activities such as destroying barbed wire or other barriers or damaging government properties.

He advised the protesters to exercise their discretion and not allow themselves to be talked into breaking the law, he said. Police will respect the public's freedom of expression, but will not neglect to enforce the law in order to restore normalcy as soon as possible, he said.

It would be refreshing to see the police actually doing what they are enlisted for......poilicing!

Their troops must be getting pretty weary now...and pissed!

It certainly would be 'refreshing'.

The escalation of the situation with running battles and tear gas and once it starts, it spreads like wildfire.

Although Suthep's occupancies may not be popular, he has managed to keep the situation peaceful.

It is the government and the police who are at a stalemate. All these announcements are just bluster and bluff. They can't go in heavy, they can only make announcements. Look at the ISA enlargement to cover BKK, look how many are in breach. Is it leading anywhere?.... hell no.

Come Friday, more will come to BKK for the weekend for possibly a crescendo. Maybe they will split up to get the 5th Dec celebrations out of the way next week, maybe they won't. If it goes off over the next few days, forget the 5th celebrations.

prone in this context means "having a tendency to"..., which is not an absolute. So, how and who determines which persons or groups are prone?

Psychological spot-checks? Fill out a questionnaire? Take a poll? Measure the pulse? Breathalyzers? Chalerm?

they are also banned from LEAVING?????

this said, looks like suthep has totally overplayed his hand. whoever worked out his current strategy, has to be a complete idiot. while the mass demonstrations until sunday and partially also the marches on monday were quite ok and in line with democratic stanards, the occupations of government offices are totally out of line. and he shows that he is not better than the pad in 2008 or the red shirts in 2010...

the goal of the demos itself was good: ged rid of a bad law (amnesty bill) or of a corrupt government (sfter the bill was shot down). but the means employed are very likely likely to put the protesters in a losing situation... or to increase the height of violent confrontation greatly...

probably not long any more before the red shirts will come out of the stadium they have been in...

You are so right, the police are supposed to uphold the law, thats their job, they dont do it, so get a Police Chief who will do it and policemen(women) who will do the job, this is the base at which Thailand needs to start.

Police do you job, you have the orders now carry them out.

Storming an occupying government buildings, shutting off power and water to government buildings, blocking roads, etc. Many violations already.

I have a very simple question.

If someone decided to avail themselves of your residence, who would be most likely to cut off the power and water supply, them or you?

Just wait a week and it will all stop and everyone will leave because of the King's birthday, then on 6th December it's back to square one....

Much like Christmas 1914. The troops left their trenches and played football in no man's land. December 26th...back to war.

So once they are in they are not allowed to leave? surely a contradiction!

They already neglected to keep them out of government offices. No one should have gotten in until every last water canon ran dry, every last tear gas cannister was expended, and every last rubber bullet fired.

I do not see an order to cover CCTV, whose order was that?

Thaksins?

as the police did not remove the cover and as the Governor of Bangkok (who is a Democrat) ordered immediately removal of them it is sure it was not the Democrats.

So we have left
