Is there any regular bus that run to Duangmueng airport in BKK, I need to be there for about 9.30 to meet a mate

No direct service. You would need to leave Pattaya at about five o'clock in the morning on one of those minivans that go to Victory Monument and then get a taxi from there

Go to the Sky Train to Mochit and exit..Short cab ride to airport...During these times may be wise to avoid Victory Monument..Bus to new airport then a short ride to skytrain will do the trick...
