Romanian Bank Card Fraudsters arrested in Pattaya

PATTAYA: -- Two Romanians were arrested by Police in Pattaya on Wednesday accused of using fake bank cards containing stolen UK Bank Account details in various ATM’s in Jomtien.

The Siam Commercial Bank alerted the Provincial Transnational Crime Suppression Unit at Pattaya Police Station to two foreign nationals who had used cards to withdraw cash from a number of ATM’s on Jomtien Beach.

Undercover officers made their way to the location and spotted two men fitting the description of the men seen on CCTV at ATM’s using the cards to withdraw cash from UK bank accounts.

Officers held-back until they witnessed the men attempt to withdraw money again and then moved-in and arrested the pair, Mr. Vasile Dodon aged 30 and Mr. Oleg Sveatobog aged 32 who was also in possession of a Moldovan Passport.

Both men were escorted back to their rented apartment where 299 blank cards, a skimming device, a laptop computer, and 32,000 Baht in cash, were seized.

Certainly seems to be a lot of these characters in Thailand. All this and only 32K hardly seems worth it

Dose any one knows what ever happened to all of those guys that are getting caught

with those crimes? are they ever prosecuted? if so, what punishment is matted to them?

Just wondering.. you get to here how these guys getting arrested on a daily bases, but

never know what ever become of them?

You never hear about these people again because the Thai courts are extremely slow in dealing with all cases. If they plead not guilty they will be in jail for years before receiving a "trial" and then will be found guilty, and a guilty plea may take over 3 months to get finally sentenced. I think they will receive about one year for each card, a maximum of 20 years for a quick guilty plea, no parole but the chance for the occasional King or Queen's amnesties. Fraudsters get very heavy punishments in Thailand, no death sentences but many many years instead. Therefore these two guys are going to be long time residents of this sunny land. Edited by Hawk

From my understanding the latest technology in scanners is reading your card even in your wallet! anyone know of this...I keep mine in a tinfoil sleeve...back in Canada, I have an "Enhanced Drivers License" allows customs in America to get all my information about me from the drivers license that has a CHIP imbedded similar to a credit card ..... when entering the states I hold my license outside the drivers window and proceed slowly and finally stopping at officers window where all my information is on his SCREEN...wow so do criminals have this technology it is a matter of time before this happens here.

I dont understand why the banks dont display the ''Card Reader'' mouth opening on the display screen before you enter the card or direct after entering the card. Now the banks just show you some advertising. And it would be an easy fix for the problem.coffee1.gif

I wish they would show what a skimming device looks like. It might help if the public could recognize a compromised ATM machine.

Oh and I hope these two are used as ladyboys by the other inmates.

info about RFID card cloning and other ways of skimming atm cards, there's some advice on using tin foil against RFID thiefs.

These kinds of groups are popping up in thaivisa news all the time. I'd say a group per week, at least!!

I always try to use atm machines inside shopping malls same as andygunther.

5 years in BKK Hilton, no pleas, no pay offs to getting out early. The word will quickly get out and

these "Quality" people will head to other Countries.............

Casual un monitored phone call while in custody and facing serious charges.

Agree - probably saying to one of his mates get all the technical equipment and cards out before the Police come round to search the premises. Oh - maybe not, maybe the Cop speaks Romanian fluently.

Check with your bank and be sure you have set a limit on "total daily" withdrawals. Otherwise these a*holes can keep skimming, and skimming and skimming until empty. Keep one account with no ATM for the "big baht bucks" and move cash over at the bank counter to your account with the ATM/debit card.

Also I get an immediate SMS every time my ATM debit card is used - cheap insurance (some banks may charge about 20 baht a month) and well worth it.

The overall banking system here has improved dramatically but some components/basic features are still in the techno stone age. I'm not sure about other banks here but with Kasikorn my ATM does not have my name on it and no pin is needed when purchasing over the counter (stores, restaurants, etc.); screwed if you lose your card and this allows employees to pick off the number and use it at will.

Good catch....Let's hope the Romanians follow up to 'grab' the Partner who already has a few Mill. Baht in his account.

Wrong! Harsh jail terms do not work. Thai jails have loads of these fraudsters living in them and still more keep coming. Perhaps they simply like the sunshine and free Thai food?

for your knowledge...romanians and gypsies are two different ethnic groups, who share same citizenship.

gypsy or not, these 2 chaps deserve jailtime.

but please stop bashing romanians.

I don't have an ATM card and don't intend to ever have one.

Hear, hear, 26 years in Thailand, financially very comfortable, both here an in Oz

and never ever used an ATM card and never even posses one, always keep just

enough cash around for my weekly spending.... very old fashion...
