I arrived on 60 day visa on 22/12/13- my plan was to marry and then apply for marriage visa. Do I have to show 400K in bank or is that only if I do not want to do a border run?

ie, if I have the the money in the bank then only have to report every 90 days, if no money then have to go to Loas and re apply every 90 days?

Another possibility is not marry, if that happens whats the options to keep getting extensions of stay as I may want more time to be sure this is what I want rather than bowl in head first, history tells me hasten slowly sometimes!

You can convert your current entry to a non-immigrant visa based on marriage if you can show 400,000 in the bank in Thailand or show an income of 40,000 baht a month (certified by a letter from your embassy). Than you don't need to do a border run and just make a report every 90 days.

The first time you will get a conversion and 90 days of stay, after between 60 and 90 days you go back to immirgaiton and apply for a 1 year extension of stay.

If no money go to Laos and apply for a multiple non-O, and leave and re-enter every 90 days. (You only apply for a new visa every 15 months).

If you don't want to marry now, get a double enttry toruist visa in Laos. That will give you two entries of 60 days and you can extend each entry with 30 days. So would give you almost a half year.

In reality there is no marriage visa.

A one year extension of stay based upon marriage requires 400k baht in a Thai bank for 60 days or 40k baht income. You just make 90 day report to immigaration.

A single entry non-o visa based upon marriage requires no financial proof. A multiple entry non-o based upon marriage from Savannakhet Laos requires no financial proof. Both give a 90 day entry.

You can also get 60 day extensions of stay to visit your wife at immigration with any type of entry.
