Anyone know where I can bring a jpg to a shop and have a plastic self adhesive decal made, preferably water and UV proof ?

The Big Banner Company could do this for you, although you'd need to ask them how waterproof & UV proof it would be. Sukhumvit Road, between Pattaya Klang and Pattaya Tai, same side of the road as the McDonald's and maybe 500m north of the McD's. Almost opposite the entrance to Khao Noi.

Price depends on size and if they do the art work. If you bring in a .jpg file and they just print it the price would probably be 100-150Baht for a A4 size decal.
