Extension Possible After Use By Date on B Visa?

I'd like to get myself past having to deal w Immigration during and around the Songkran holiday week crunch.

My B Visa final use by date is April 21, but I'll need to do a re entry by 10th for a final 90 day stamp.

My question is; Will I be able to apply at local immigration for a one- year extension of the current B Visa after April 21?

Would I be able to delay until toward the end of the 90 days- in July?

Yes.

It's the Permission to Stay that you extend not the Visa (with extensions starting from the 'admitted until' date), the Visa 'use by' date is irrelevant
