Observations you can't get your head around

This afternoon I took the highway from my home to Pattaya. On the entrance to the highway was a pickup stationery beside the road, and it was 2 meter high stowed with large transparent bags full of garbage.

Two people were unloading the truck and dumping the bags one by one in a trench beside the entrance to the highway. There are to my knowledge at least 2 landfills within 1 km of that location where one can dump his garbage for free. In fact they passed one of them on their way to the highway.

Can't get my head around this.
