Is there a fine at pattaya. Immigration ?

As long as you do it on the 17th when they reopen there will be no fine. You may also fit into the 7 days late rule unless you were already late on the 14th.

I was 4 or 5 days late reporting in Jomtien last month, no fine.

As ubonjoe says, you can be up to 7 days late.
