My girlfriend can be issued a equivalent of Thai Birth Certificate or something else by a Thai Embassy ? because she must get it without going outside of my country

As now, I can't contact until now the Thai Embassy as it's close, even today.

( PS: she lose her original birth certificate )

A copy of a Thai birth certificate can only be obtained at the Amphoe where the birth was registered. The embassy cannot do it.

She could do a notarized letter (at embassy) authorizing somebody to request it for her.l
