Back to Back Tourist Visas?

I have a Filipino friend who is coming from the Philippines to visit me in Chiang Mai. He will have a tourist visa and would to stay in Thailand for a fairly long visit.

Questions:

1. Is the tourist visa in his case good for 60 days?

2. At the end of the 60 days he can go to Thai Immigration in Chiang Mai and extend for 30 days more upon filling out a form and paying a fee. Is this correct?

3. Nearing the end of his total of 90 days, can he go to Vientiane, visit the Thai Embassy there, get a new tourist visa, and then return to Thailand for a total of 90 days more?

4. If the answer to question 3 is "yes", then how many times can he do this?

It varies but 3 is often the most back to back visas at Vientiane..
