Nothing to do with work, just living outside your own country makes you an expat. France, like other colonial powers, suppressed it's North-African colonies Algeria, Tunisia and Morocco. When the colonies became independent the people had the right to either stay or come to France and get a French passport. That's why many french passport holders originate from North Africa. An ongoing internal joke amongst the French is the question: What is the first Arab city of the Dakar rally? Answer: Marseille... We Dutch had the same development. Colonies like Indonesia and Surinam became independent and people had the choice to stay or come to Netherlands and get a Dutch passport. Reason why many Indonesian and Surinam people have a Dutch passport. It's a small pay-back for periods of suppressing and plundering colonial areas.
