I would like to download a paid app from playstore, but need to enter my credit card details over the web, to which I refuse. Not only because of the safety, but also because it's not my tablet, so I'm a bit afraid that later they can just purchase apps and pay with my google wallet as the details are probably stored on the tab.

Is there anywhere that I can buy the same apps and check out with paypal ?

In Google wallet I only have an option to add credit or debit card, no option for Paypal or whatsoever.

Google started rolling out the PalPal Payment option on May 15th initially available in 12 countries (accounts created there) available to users with Google Play Store 4.8.19 or greater loaded on their devices.

So what does Play Store 4.8.19 bring to the table over the previously available 4.6.16? Well, obviously the key new feature in this version is PayPal payment support in select regions. This feature is being made available first in 12 countries (including the US, Germany, and Canada). Paying with PayPal is as simple as selecting PayPal from the available payment options within the app.

Google support has received multiple notifications from users in those countries that the PayPal Payment option is not being displayed on their devices. Google representatives have accepted these reports and have escalated a trouble ticket. Since this is a roll-out, you'll need to wait until your device has received the latest Play Store update.

May I make a wild guess that Thailand will not be include in those 8%.

By the way, I connected to playstore and google wallet from my pc, as I think that would be the most recent version possible.

I first entered my Thai address, later created an account with my European address, both with no result.

It actually is a shame that a company like Google is years behind in accepting secure payments.

PayPay is a direct competitor to Google Wallet, so it was a surprise to many that they are providing this as a payment option.

I just sideloaded the Google Play Store 4.8.19 .apk onto an android device. While I now have the correct build version it did not display the PayPal Payment option.

Yes, Google Checkout was discontinued on November 20, 2013.

Google's latest solution for payments is Google Wallet.

I would just contact the developer directly and purchase a license for whoever owns the tablet. The developer probably accepts Paypal along with other methods of payment. They'll email you a license file which you can add to the tablet.
