You will have to take her to one of the nearby embassies or consulates to get a non-o visa before she will be able to apply for the extension of stay (it is not a visa) as your dependent.

Isn't it possible to convert a tourist visa to a non-immigrant 'o' visa in the same way people can convert a tourist visa to a non-immigrant 'b' visa? I think you just need a certain amount of time remaining on the visa. Years ago, I needed to have 21 days remaining on my visa to convert it. Why can't they do it for a non-imm 'o'?

If you are going to do an extension of stay based on retirement or marriage you can get your entry stamp changed at Immigrations to create the legal fiction that you entered on a non-imm o if you have the financial resources in place and otherwise qualify, but she is hoping to get an extension as a dependent.

The only rule based upon age is that children under the age of 15 do not pay overstay fines.

If do not recommend having a child overstay unless it is for a short term stay. If staying longer a visa and/or an extension of stay should be obtained because not being legally in the country can have other complications such as for attending school. Some schools will not enroll a child without them being here legally.
