But it would be a better solution if the legal framework would be adapted. In the long run better for everybody if money is paid in the form of taxes/licence fees, and not under the table. But that would leave lazy and scamming Thai tour guides out of a job, and we can't do that. It's not about providing good service to tourists and having legal foreign workers pay fees to work in Thailand. It's about protecting the Thai individual who offers poor service, scams his customers and takes secret commissions. The Chinese travel agencies know about the reputation of the Thai tour guides and don't want to employ them.
