I think it's not a bad idea, however, there are a lot of arguments on what behavior determines a bad monk from a good monk. There are a lot of people here on TV who don't have a clue. Having said that, if you see a monk, drinking, flirting with girls, dancing, gambling, eating after 12 noon, soliciting money, that's a pretty good sign he's not behaving in a proper manner. If you see a monk, on his iphone, computer, smoking, shopping, that's not a sign of improper behavior, it's a sign of not being aware that it don't look good.
