Can one only apply for a Re-Entry Permit when Extension of Stay has been granted?

I have search but I cannot find an answer to my question, so I thought I'd ask. I hope I have used all the correct wording, trying very hard not to post a confusing question.

If I have 90 days stay granted (based on the Non-Imm O visa in my passport, which will have passed its used by date) can I apply/receive a Re-Entry Permit to take advantage of unused days, or does this only apply when Extension of Stay has been given.

We plan to apply for 60 day or 1 year extension before the end of this stay, but my (Thai) wife and I would like to visit Bali for a friends wedding before my current 90 days is up.

You can get a re-entry permit for the 90 day permit to stay you got from your entry. It will cost 1000 baht for a single re-entry permit.

This will also keep your non-o visa entry valid so you can apply for the one year extension,

another question if I may...

if we got a 60 day extension, could use this time to season the money and then apply for 1 year extension without leaving Thailand?

Yes

Yes, no problem. The 60 day extension is often used for that.
