Top govt appointees urged to reveal assets

THE NATION

BANGKOK: -- Activists and academics yesterday called for members of the key organisations set up by the junta to disclose their assets to the public in the name of transparency.

They should list their assets and liabilities before, after and during their terms in office to demonstrate their altruism and accountability to the public, said Pramon Sutivong, chairman of the Anti-Corruption Organisation of Thailand.

The entities include the National Council for Peace and Order, the National Legislative Assembly (NLA), the National Reform Council and the cabinet.

NLA members Lt-General Kampanart Ruddit, General Teerachai Nakwanich and General Walit Rojanapakdee said they were ready to reveal their finances.

Wallop Tangkananurak, another assemblyman, said declaring assets was the duty of anyone assuming public office, something needed to prevent and control corruption - one of society's key issues that need to be tackled.

No exemptions for members of the junta's administration should be allowed, he said.

The experiences of unusual changes in the assets of permanent secretaries of the Defence and Transport ministries and former prime minister Thaksin Shinawatra proved the need for regulation of the fortunes of public officials, said Jade Donavanik, dean of Dhurakij Pundit University's law school.

Will this mean assets held in an individual's own name only or be extended to assets he / she could have control over such as large amounts in a spouses name,  the name of children,  staff members and Daisy the family water buffalo

The latter aspect may be hard to legislate for so standby for generous ' gifts ' of money being transferred before any declaration is necessary.

I agree completely, only one word should be changed, substitute must for should.

As it is Thailand I would say include the family and urge some lawyers to open an office. An office to reclaim investment funds you forgot about.

It often happens that a gardener or a home-maid makes some huge multi-million investments and than forget about them while working at a poorly paid job.

These people should been helped to reclaim their money.

Good for them, good for the country.

Altruism? In Thailand?

Interesting thought !  I've never claimed to understand what the Thais laughingly call their legal ' system ' so I wonder what claim Somying the house girl would have on profits from investments made in her ' name ' ?

I can imagine how legal arguments might go in other jurisdictions but here ?

Any thoughts members ?

How big a cut ? giggle.gif

This should also include a 5 year ban on being a director as we all know in the west our governments sell us out to the private sector for plush directors roles when out of politics.

The only assets that will be declared are those that are open to public scrutiny.

The rest is in offshore companies, names of relatives, tax havens etc.

This is the way Thailand works and it will apply to those in power now to those that were in power, and those that will be in power.
Those with ill-gotten gains are often experts at concealment. Some Thai politicians have read the tutorial on dishonesty, and learned from of their western counterparts, the arts of deception, camouflage and corruption.

Just my opinion mind you.
How about Top Thai Military appointees revealing their assets. Now THAT I would like to see :)

Expected response.

If /or  any of them stand for office they will have to conform with the declaration.    But knowing how you post in general you would remark something like, ahhhhh  but where is the rest.   therefore they will be on a loser. even if genuine ??

Hey, don't knock Daisy the water buffalo. She is special. She is responsible for billions of dollars in assets from members of both the Yingluck, and the Abhisit administration. She is a very wealthy buffalo. Please be nice to her.

I read it.It says 3 members of the Junta's NLA are ready to declare their assets. So far there's no evidence such a declaration is mandatory.

As for the Junta itself and the scores of military appointments in government and state enterprises, there is no suggestion that a declaration of assets will be required.

I am very sympathetic to this exemption. After all the Junta has an intensive reform programme and has no time for this kind of bureaucratic hassle.Furthermore they are good people rooting out corruption so it's hardly likely they would be seeking to milk the system. Finally the Thai armed forces are focused on serving the nation, not on business interests and are thus famous for their honesty and transparency (particularly with regard to procurement).

Let's here no more calls for the Junta to declare their assets. It's simply a Thaksinite distraction to muddy the waters when the Thai Nation stands behind our leaders.

He wanted to see it.. those guys are ready to declare it.

But like others have said... if its just the members and not their family... what is the point of this. This was the same with the PTP and Taksin rich gardeners ect. These kind of declarations should be much wider and should be really checked a lot.

I feel it should be mandatory.

And thank you for the sarcasm.. I am just anti corruption of anyone.. not just the PTP so the Junta needs to declare too and if possible much wider as done before.. including children and family ect. Still I think it will be real hard to catch crooks this way. They are smart too. The people who reached that high are in general not stupid (exceptions like Charlem and Plopsadrop and quite possible some at the democrats or junta table)

and don't forget that General P has already stated for the record that his per diem is only 400 baht. How much more revelation do you need?

A whole lot more Fab4 unlike you I don't really care that a side that i like is in power. I prefer them to disclose as much (preferably a lot more) as the PTP did.

Others stated here too that it might be wise to include family members and such. I wonder how far one has to go to really keep tabs on this. Investigative journalism might be a good thing here because I am sure there are plenty of people who are good at hiding assets. Taksin did it with his gardener and others. How big a circle needs to be investigated and are they willing to do this.

Will be similar to the use of "dummy" Thai citizens that own a firm owning real estate, where a farang owns a minor part (but pays all) and the dummies most. They one time got paid to sign papers, some without date. The dates can be put in later when f.i. a dummy dies. Then that person's part of the company is transferred to another dummy. Often a thai living overseas.

It's a nice quality test for law firms. Those that are willing to arrange constructions like that will not be the ones to hire imo. Some cooperating European embassies give out a list with trusted lawfirms when a national asks for advise. The list needs frequent updating as firms that are on it sometimes have a tendency to increase their business by cheating like this.

It's very likely that Somying the house girl has/had no chance whatsoever to profit from the investment in her name.

Anti-graft agency NACC resolves that National Legislative Assembly members must declare assets /MCOT

There you go, now they all have to.

Well I must say this is very disappointing but if the NACC insists so be it.It seems nevertheless to be a complete waste of time because military salaries even at a senior level are very modest. So we know In advance none of the senior officers involved will have substantial wealth, right?
