Special Report: NCPO chief asks Thais to work together to achieve national reform

BANGKOK: -- Head of the National Council for Peace and Order (NCPO) General Prayuth Chan-ocha has stressed that the NCPO would not interfere in the reform process and that Thai people must work together in order to achieve the desirable national reform.


In his weekly televised public address, General Prayuth called for cooperation from all sides in pushing for the reform, which is necessary to move the country forward.

He urged the people who oppose the NCPO to stop making false accusations against the good intentions of the council through leaflets or social networks. He said that the NCPO wanted to create an atmosphere conducive to reconciliation, so that the reform process could be carried out smoothly. However, some people were trying to take the country back to instability by calling for democracy, the return of power to the people and general elections. These people did not see that an incomplete democracy would lead the country back to an unstable situation.

He pointed out that such a situation would result in the country losing its credibility with the global community. Moreover, it would also lead to unfair distribution of income, corruption, illegal activities, encroachment on natural resources, and exploitation through legal and illegal means.

Based on Thailand’s long experience with the situation, it should be obvious that an incomplete democracy could not solve the people’s basic problems at all. If the old style of democracy is allowed to continue, he said, it would slow down national development and that Thailand would suffer damage in the future.

General Prayuth said that the NCPO had made some progress in phase one of its roadmap during the past three months. However, when certain problems eased, some influential persons started using social pressure and misled low-income earners into committing wrongdoings, as a way to exploit large numbers of people again. He said that these influential figures had attempted to use the general public as a hostage and that their attempts must come to an end.

Despite the movements of these people, he said, the NCPO needed to continue its reorganization efforts. For instance, it will continue to keep pavements in order and solve the problem of street hawking. In this regard, relevant governmental agencies should seek appropriate ways to help the poor in order to prevent further illegal acts. For example, they may find new selling areas for them or set clear rules in certain areas, in line with the NCPO’s policy.

Gen Prayuth Chan-ocha royally appointed 29th Thai PM

BANGKOK, Aug 25 - Gen Prayuth Chan-ocha, chief of Thailand's National Council for Peace and Order (NCPO), received a royal command appointing him the country's 29th prime minister at Army headquarters.

His wife Assoc Prof Naraporn Chan-ocha, members of the NCPO and permanent secretaries of ministries attended the ceremony.

Pornpetch Wichitcholchai, president of the National Legislative Assembly, presented the royal command.

Gen Prayuth said that he will propose his cabinet line-up to His Majesty the King within September.

He promised to solve national problems urgently and to be accountable.

Gen Prayuth vowed to tackle corruption, especially that in the government sector, and to develop the nation in all dimensions.

He asked general public to support the work of his government.

The nation's economic problems would be solved quickly and sustainably to prepare Thailand for the ASEAN Community, he pledged.

He promised to work for the national interest and with honesty, and promote national unity. (MCOT online news)

Thai king endorses coup leader as prime minister

BANGKOK, August 25, 2014 (AFP) - Thailand's coup leader was formally endorsed as prime minister by the nation's revered king on Monday, in a step towards forming a government to oversee sweeping reforms in the politically turbulent kingdom.

Army chief General Prayut Chan-O-Cha, 60, who booted out an elected government in a bloodless power grab on May 22, was chosen uncontested as premier last week by a national assembly made up mainly of military figures.

In a brief but elaborate ceremony to receive the royal command, Prayut -- wearing a white official uniform -- knelt and bowed in front of large portrait of King Bhumibol Adulyadej.

"His majesty the king has appointed me Prime Minister. I am extremely grateful... this is a great honour for me and my family," Prayut said after the ceremony.

"I will work with honesty and for the benefit of people and the nation," he added.

The top general, who was endorsed as premier on Sunday but was officially given the royal command a day later, will also remain head of the junta as the military appears to tighten its grip on power.

A junta spokesman said Prayut will pick a cabinet and propose ministers for the king's approval in September.

The junta, formally known as the National Council for Peace and Order (NCPO), says it was forced to take power after months of protests left nearly 30 people dead and hundreds more wounded, paralysing the government, cramping the economy and frightening off tourists.

It has ruled out holding new elections before October 2015, despite international appeals for a return to democracy, vowing first to oversee reforms aimed at cleaning up politics and society.

Critics say the protests provided a pretext for the power grab from the former government, which was led by Yingluck Shinawatra until shortly before the May 22 coup.

Prayut, whose term as army chief finishes at the end of September, is seen as a staunch opponent of Yingluck's brother, fugitive former premier Thaksin Shinawatra, whose overthrow in an earlier coup in 2006 triggered Thailand's long-running political crisis.

Thaksin is reviled by much of Thailand's Bangkok-based royalist elite, but draws deep loyalty from the poor, but populous northern portion of the country.

His parties have won every election since 2001 -- even though the billionaire policeman-turned-businessman fled Thailand in 2008 to avoid jail for a corruption conviction.

Rights groups have condemned the junta for smothering dissent since seizing power.

Protests are banned under martial law while hundreds of activists and political opponents were summoned by the military after the coup -- although most were released within days.

The United Nation's last week also expressed alarm at a number of arrests and stiff jail sentences meted out since the coup for defaming Thailand's monarchy.

King Bhumibol Adulyadej, 86, is revered by many Thais and protected by tough defamation laws that carry a maximum jail sentence of 15 years for each conviction.

Partisan TV Channels Allowed Back On Air

BANGKOK — Thailand’s military junta has repealed an order that shut down fourteen satellite TV channels shortly after the army declared nationwide martial law in May.

Yesterday, the junta's National Council for Peace and Order (NCPO) informed Thailand’s state media regulator that twelve of the channels can go back on the air, said Thakorn Tantasith, sec-gen of the National Broadcasting and Telecommunication Commission (NBTC). The other two stations were allowed to resume operations June.

"Once the NBTC formally approves the decision, the channels can resume their operation," Mr. Thakorn said.

However, the channels still have to comply with conditions set by the junta, Mr. Thakorn said. The stations are required to "change their names," cooperate with the NCPO's missions, broadcast information that is beneficial to the NCPO's missions, and deliver "accurate" news to the public, the NBTC sec-gen explained.

"They cannot broadcast news that distorts the truth or causes misunderstanding, which may affect the peace and order of society," Mr. Thakorn said. "They also have to broadcast programs aimed at achieving national reconciliation."

Most of the channels shut down by the NCPO were openly affiliated with either the Redshirt or Yellowshirt political camps, such as the pro-Red Asia Update and the pro-Yellow ASTV channels. The stations were responsible for airing live broadcasts of the rallies staged by their respective political factions.

When army chief Gen. Prayuth Chan-ocha imposed martial law on 20 May, he ordered the 14 channels to shut down, claiming that their partisan nature and "hateful speeches" threatened peace and order. Gen. Prayuth seized power in a military coup two days afterwards.

Since staging the coup on 22 May, the junta has tightly controlled the state media and exercised a degree of censorship over private media.

Young Thai girl stabbed by her boyfriend in Nathon market in Koh Samui

Rice planting campaign and contest held in Buriram

BURIRAM, 25 August 2014 (NNT) - Buriram province, in collaboration with local administrative organization, has organized a rice planting campaign and competition to conserve the traditional farming method as well as helping farmers reduce their costs.


Buriram Deputy Governor Chalermpol Pollawan this morning led more than 1,200 people from government offices, local administrative organizations, students and residents in Paisan sub district, Prakonchai district, Buriram, to a rice field of 50 rais in Baan Nongsaeng, Moo 4, Prakonchai district in order to grow rice under the “Rice Planting for Reconciliation and Returning Happiness” campaign.

A rice growing competition was also held, with contestants from 16 villages in the province joining the event. The campaign is aimed at promoting reconciliation in the community in line with the NCPO’s policy, cooperation between government sector and public, and traditional rice growing conservation as well as helping farmers reducing their costs on wage. The seeds of rice of this lot will be given to farmers for use in the following agricultural season.
