Can I check if friend is on Immigration watch list?

A friend left the LOS last year but apparently had some disagreements. He now wants to return to TH but is concerned that he may be stopped or worse at Immigration. Is it possible to check the Immigration watch list to see if he may be on it? Could a lawyer or some service do this for him or can I just go ask at local Immigration office?

I've never heard of this, how would one find themselves on it?

I thought it was more a case of 'get caught and face the consequences'

It would mean that an arrest warrant had been issued while a person was out of the country. They would be arrested on entry to the country.

Or trying to escape leave.

The police threatened me with the watch list but it never happened.

Imagine putting someone an immigration watch list for a 500 THB fine.

If you've previously overstayed, there's always a possibility you'll face difficulties on re-entry. This goes for any foriegn country.

Overstaying could well be one of the causes.

Of course it's a possibility but the way that real and known criminals come to and fro, I would think it's unlikely.

The problem is the way the real and known criminals pass through immigrations and police checks in European countries & North America and then Thai police have to arrest them either because they are on wanted lists or after receiving requests for assistance from the countries seeking extradition of the accused or convicted person back to the countries with the sieve-like borders.
