BANGKOK, 10 September 2014 (NNT)- The Royal Thai Police is setting up a Security Service Check Center to conduct background and profile checks on private security staff. The intention is to regulate the private security industry effectively, to reduce criminality within, raise standards and recognize quality service.

The Deputy National Police Chief, Pol Gen Somyot Pumpunmuang revealed that the center is a preliminary crime prevention measure after private security guards topped the list of crimes involving security personnel. As well, the tragic rape and murder case involving a young girl recently, was the impetus for immediate action.

Security personnel often work in sensitive and risky areas; their presence covers guard duty (including security, door supervision, close protection, cash and valuables in transit, and public space surveillance using CCTV), key holding and vehicle immobilizing. It is essential that the staff are trustworthy and qualified for the work with no criminal record. Therefore the personal background check will ensure that private security operatives are ‘fit and proper’ persons who are fully trained and qualified to do their job.

BANGKOK: -- Police will set up a centre to check the backgrounds and profiles of private security guards following the arrest of a guard for allegedly raping and killing a four-year-old girl.

They are near the top of the police list of offenders, deputy national police chief Gen Somyot Pumpunwong said on Wednesday, adding that the checks will ensure they are fit and qualified to do their job.

The move is aimed at regulating the private security industry, reducing criminality within its ranks, raise standards and recognise quality service.

Somyot revealed that the centre is a preliminary crime prevention measure as security personnel often work in sensitive and risky areas making it essential that staff are trustworthy, qualified for the work with no criminal record. The personal background checks will ensure that private security operatives are "fit and proper" persons who are fully trained and qualified to do their job.

It really beggars belief that the R.T.P. are suggesting that they are the appropriate body to vet ANYONE in an attempt to "reduce criminality, raise standards and recognise quality service"!

Does it now mean:

- It will be compulsory for the owners / senior operational management of security companies to pass such a check before the company / agency can be registered?

- Plus any new future owners / operational management will need to be 'passed' before they can start work, and the 'pass' documents compulsorily kept on file in the registered office?. And same for all employees / all levels?

- Police or whatever appropriate agencies will have the right to enter such registered offices and demand, without a warrant, to see and inspect such documents?

- Police officers and military personnel who should be attending to their assigned police / military duties will be barred from owning / operating / being employed in any capacity by such security companies / agencies?

- All staff / all levels must attend and pass appropriate training courses with appropriate documentation on file including the final & scored exam paper for each employee?

Most security companies in Thailand are linked to the army and the BIB normally stays clear from them.

Maybe, but probably not. This means the industry is now regulated by the police, at least background checks. Some companies probably have done background checks internally.

Trained or not. It could be a securtiy guards first offence which happens to be a rape and murder

It ain't really going to help once it's too late

The only way I can imagine that security guards can be trusted is if the company is fully insured. Which means that insurance companies are responsible should someone hire a guard and the guard uses his or her power to commit a crime

This way it shall be up to the companies to provide the training as to make sure they don't have to pay out large apnea of money

I would suggest having a government run coarse that all securtiy guards have to take as first level of training then all other coarses to be run by the government as to the type of securty they shall be doing

Then insurance companies only hiring staff with the right licenses

But remember one of the biggest problems is that allot of guards are on very low salaries so all this training and certificates could put security guards off as they could probably make the same money in a 7/11

Also the process of back ground checks. If someone has been on bail for 5 years for murder then would that show up as they have not been convicted yet ???

Even cabbies have to have a criminal history check, and a record will prevent you getting a DA unless it was in Bangladesh, Iraq, Botswana......

Will active military doing part time work as security guards also be regulated? I doubt not unless the Royal Thai Police chief wants to spend time at an army "rest" facility to clear his head of fancifull ideas.
