I own an e-bicycle , never heard about any requirements for that. Top speed 45 km/h.

OR is our OP asking about 'real' electric motorcycles like the Tiger Ozone-HD which is a 1.5kW 60kph machine, these do need pukka registration and insurance to be legal.

I'm interested in the law RE all battery powered bikes... 'real' &......imaginary/fake?

What is a "Government Vehicle Licensing Center?"

Is that anything like the Dept of Land Transportation; or a private inspection station?

I am unfamiliar with your terminology.

I had one of these...here's the rule. If it has pedals sticking out of the sides, it is considered to be a bicycle that has an electric motor to help you get uphills. These require no registration, no helmet, no driver's license, etc ( I used mine for bar hopping cause you can't get a DUI it).

If no pedals, it is considered to be a motorbike, and you need everything that you need with any other motorbike.
