It's a formatting error when software is unable to display a character. For some reason TV's software doesn't like the apostrophe after "THAILAND". I'm sure a mod will be along to fix it. Also to take it out of caps. After skimming the link, it is unlikely they will allow this post to stay anyway. If I took everything I read on Pattaya One seriously, I probably wouldn't be living a hundred or so metres from the nightlife precinct - I'm guessing the Farang on Koh Tao see this incident in much the same light. As for the mafia here, ignorance is bliss - whether it's five families or fifty I dont think it would change the madness on Walking Street at 2am.
