Investigation into land-encroachment allegations against ex-DSI chief continues

BANGKOK: -- There will be no preferential treatment for anyone found encroaching on forest reserves, General Daophong Rattanasuwan, the minister of natural resources and environment, said yesterday.

A group of 40 former senators visited Pak Chong district in Nakhon Ratchasima province to investigate allegations that former Department of Special Investigation chief Tarit Pengdith had a property that encroached on reserved forestland.

Daophong said his ministry would first have to verify whether the land in question fell under its jurisdiction.

He added that most politicians who encroached on forest reserves did so by utilising a front man who held the land title on their behalf.

He said he had been aware of the allegations against Tarit from news reports even before he was appointed as minister but he had other duties and could not focus only on this issue.

Cases of people who have been accused of encroaching on forest reserves will be treated equally no matter who they are, he said.

In their examination of land documents, investigators found that Tarit's plot sat on part of the state-run Lam Takhong self-help settlement project.

Tarit acquired the land while working as a public prosecutor in Nakhon Ratchasima after having a Nor Kor 3 landholding document issued to him by local officials.

The document in question allowed local villagers who were members of the settlement project to make use of its land.

Investigators also found that Tarit occupied another 30 rai (4.8 hectares) of land nearby that was used to build a resort allegedly owned by one of his close relatives.

In a related development, Daophong said a National Land Policy Committee had been created under the order of the PM's Office Ministry on Wednesday, with Prime Minister General Prayut Chan-o-cha to chair the panel.

The committee was tasked with allocating and distributing agricultural land to the poor, the minister added.

No land title will be granted to these poor farmers, however, as this practice in the past had led to farmers selling the land to capitalists, so that many who had been granted such rights no longer have any land.

Instead, said Daophong, the granted land would be held by the village as a common property and the farms operated as cooperatives to ensure sustainability.

Plenty encroached on forest reserves in Phuket and not one person has been charged. Land officials implicated but nothing.

It's just gone quiet but maybe it's because it's a yellow stronghold and cant be seen hurting it's support base.

I'm still waiting for Thailand to show me that they can send even one bureaucrat, MP, government minister, Hi-So, or pu yai (big man) to go to prison for crimes against the whole country. Encroaching, and facilitating such, are crimes against every citizen of Thailand.

In fact I would expect the lead figure in this group of 40 ex-Senators would be PAD associated unelected ex Senator Somchai Sawaengkarn (who served in the last junta's NLA). Or do you think it is just a coincidence that not 15, or 35, or 50 Senators are investigating, but 40?

This has absolutely nothing with 'they' being too busy. This has everything to do with Tarit being brought over to the Thaksin side (maybe this was leverage) to serve Thaksin's interests in the Yingluck government. As long as he was Thaksin's lackey, he was under the protection of EX POL. LT. COL. THAKSIN and so could not be prosecuted; he was untouchable. Now that he is no longer under the protection of Thaksin, surprise, surprise, they uncover some of his wrongdoing. I would bet there is more against him but they are holding that over his head so he doesn't make trouble. In Thailand, we will never know the half of it but you can believe there are many negotiations taking place so he doesn't get into even more trouble. If they have enough on him and his family, they might get him to turn on Thaksin and give States Evidence against him in exchange for immunity from further prosecution and/or to spare his family from prosecution.

The cooperative village idea was actually introduced by Mr T a long time back, to prevent the rich, yellow and red, from taking advantage of the poor farmers.

Probe ordered against former DSI chief’s holding large piece of land in reservoir areas



BANGKOK: -- The Natural Resources and Environment Minister Gen Dapong Ratanasuwan has ordered a probe into alleged land encroachment in Nakhon Ratchasima by former Department of Special Investigation (DSI) chief Tarit Pengdit.

The minister said he ordered the probe after authorities reported him of the encroachment by the former DSI chief.

The retired general admitted that he was aware of Mr Tarit’s alleged land encroachment in Nakhon Ratchasima’s Pak Chong district before taking up the post at the ministry.

What he heard was that the former DSI chief allegedly acquired a land plot illegally in Nakhon Ratchasima.

A combined team of forestry officials, soldiers from the Second Army Region led by National Reform Council (NRC) member Prasarn Marukaphitak went to inspect Mr Tarit’s land in Pak Chong district on Wednesday.

They examined land documents and found Mr Tarit’s plot sits on part of the Lam Takong self-help settlement project, which gave land to locals affected by the construction of Lam Takong dam in Sikhiu district more than 40 years ago.

Mr Tarit acquired the plot and was issued a Nor Kor 3 land ownership document when he worked as a prosecutor in Nakhon Ratchasima, an initial probe found.

But Mr Tarit allegedly claimed that he worked as a farmer at the time, earning 80,000 baht a year, and that he qualified to own land under the settlement project intended for farmers, according to an investigation.

Gen Dapong said he needs to find out if the case against Mr Tarit falls within the scope of his responsibilities before he can make a decision.

Everything must proceed under the law and agencies must not act on their own or based on public sentiment, he said and added that the ministry would investigate the acquisition of all land in the area, not target anyone in particular and would find out whether the plots were illegally acquired or not.

Gen Daopong said normally politicians and influential people would dare not disclose themselves as owners of land plots but would opt to use nominees as owners on their behalf as they knew it was illegal.
