I know that for the 30 day visa exemption you are required to have an outward ticket within the 30 days, but if entering on a 60 day tourist visa do you need to have an outward ticket within the 60 days ?

If you come on a visa exempt entry, no visa, some airlines require that you have a ticket exiting Thailand during the first 30 days after your entry. They do not take into account that you can and might extend that entry buy another 30 days.

If you actually have a tourist visa, which allows you a 60 day entry, the airlines do not normally require an onward ticket. But, depending on where you are obtaining the visa, some of the Embassy's/Consulates require proof of onward travel to obtain the visa.
