DSI uses GPS to detect corruption in 1,000-baht subsidy distribution

UBON RATCHATHANI, 5 November 2014 (NNT) - Pol.Lt.Col. Phong-in Intharakhao, Director of the Bureau of Security Crime, Department of Special Investigation (DSI) had a meeting with village headmen and chiefs of sub-districts at the Khong Chiam District Office in Ubon Ratchathani province, during which he clarified the system used in the checking of rice farmers eligible for the 1,000 baht-per-rai assistance scheme.

He said although the distribution of the financial subsidy has been done in Ubon Ratchathani for a while, officials remain confused about the document checking procedure which could allow corruption to happen. According to him, some farmers have registered with the government scheme by quoting the number of land lower than they actually have in order to allow others to use the remainder to gain more subsidies. Moreover, some farmers unknowingly mentioned only the 15-rai requirement for the subsidy, causing the remaining amount in their possession to disappear from the official map. He said such a false report on land ownership would distort the database.

Therefore, the National Anti-Corruption Directing Center is cooperating with the DSI to detect any possible corruption in Khong Chiam District by using the GPS technology. He said the system could precisely indicate the locations of rice plantations and tell whether they match with the number registered with the government.

Pol.Lt.Col. Phong-in also warned those who were thinking of cheating to give up their mind as the GPS system would be applied before the subsidy was distributed to each farmer. He said besides that a trial use of the system had proved it was working effectively.

Awesome, DSI now using Star Wars type technology....or, maybe they are just lost in space.

So...does this mean the someone holding a GPS, will go to each corner of each farmers plot and record the coordinates?

If so, then the database should be competed in 2024!.......how many rice plots are there?

Pretty good idea , matching surveyed lands Department maps will cut out the need for site inspections and if the rice farmer argues that he's property is now split into 2 parts , unless he has registered that and paid the titles office, it will be seen as B/S, as long as no money parts hands in a cover up , as I said, good idea. coffee1.gif

Here comes a subsidy - Here come the Cheats.

What a sad reflection on the Thai psyche ...

Why don't they require the chanote to show land ownership?

Why don't they require the chanote to show land ownership?

because they also have been subject to many many years of (alteration) some probably above board many others well below legal probably by families themselves ie granny passes on intestate then the manipulation begins i can only surmise 50/50 chance of anyone making sense of the chanote system as definite proof of anything

Hello? Have you ever taken a course in Economics? Basic economic theory (Capitaiist economics, that is) is that people are rational and will naturally follow their best interest. This is basic human nature, not something unique to Thais.

Many speak from the same and they didn't write the article.

Many are experts in their own mind.

I forsee some fake official with a cheep gps going around collecting tea money soon.

With a hand-held gps device you can walk the perimeter of a piece of land and it tells you exactly how many rai the lot is.
