Czech citizens have to apply for a Visa on Arrival. It costs 1000 baht and you get 15 days permission to stay. VOAs are not available at all land crossings. Here's a link to the MFA website: http://www.mfa.go.th/main/en/services/123/15393-Visa-on-Arrival.html

There is conflicting info on the website, The Czech Republic appears on both lists.

But only on the visa exempt list here: http://www.mfa.go.th/main/contents/files/services-20140710-094347-873017.pdf

The Thai Embassy website for the Czech Republic has the following note regarding visa exempt entries:

* Effective as of 11 August 2011

I guess that the MFA website I looked at has not been updated, Surprise, Surprise. So I guess that it's a free visa exempt entry good for 30 days!
