My mother from Switzerland wishes to obtain a retirement Visa.

Her question regarding proof of funds...

If she deposits the 800'000 thb (i think it was) can she keep using those same funds every year as proof of funds.

Or does she need to show new income of 800'000 next year?

She can keep the same 800k baht in her bank account forever and have no problem extending her visa. With 800k one does not have to demonstrate income.
