It's a sick culture where the poor face harsh and draconian sentences for petty crimes, remember the old couple that picked mushrooms in the Forrest and got like 20 years. The rich murder and steal whatever they want and you NEVER see any convicted and go to prison. So pathetic.

So reselling warez is an offence but distributing freshly minted stuff is just fine?

Or did the poor guy not know to pay the "license" to sell his cillection?

This is a country upside-down in justice. Murders are treated better and let's not even talk about the rich.
