New Constitution draft to be ready next April

BANGKOK, Nov 22 -- National Legislative Assembly (NLA) Vice President Surachai Liangboonlertchai said Saturday the draft of a new Constitution will be completed by the middle of next April.

Mr Surachai said, while chairing a programme called the ‘National Legislative Assembly meeting the people’ held at the parliament building, that the NLA has established a committee to compile opinions on drafting the Constitution from every sector in which the NLA would forward them to the Constitution Drafting Committee (CDC) so that they could be used during the charter drafting process.

Representatives of democracy networks nationwide could send opinions to the NLA now, as the new draft Donstitution would be ready in mid April 2015, he said.

Saturday’s programme, held for the first time by the NLA, will be conducted on a regular basis as it would allow the people to express opinions which would be used in national reform and on drafting the constitution, said Mr Surachai, adding that concerned parties wish the “new charter to be perfect.”

In another development, Borwornsak Uwanno, secretary-general of King Prajadhipok’s Institute, said the new generations would have a significant role in leading the country in the right direction under a democratic system and under a free system which offers justice.

Mr Borwornsak, also chairman of CDC, said besides being knowledgable, the new generation must be equipped with fine ethics by realising that others’ advantages are just important as one's own benefits. (MCOT online news)

How about the CURRENT military be instilled with the fine ethics of honoring constitutions and the rule of law prescribed by it instead of abolishing constitutions, creating its own rule of law, and giving themselves amensties for doing so?

If a military institution is free to commit crimes against the State as defined by the Constitution and its rule of law, what is the point of future generations being equipped with "fine ethics?" In Thailand the path to sustained power is through the military institution, not through its civilian institutions.

Talking of amnesties if YL hadn't pushed for an amnesty whitewashing her brothers crimes this could have saved her government from protesters.

History say's she misinterpreted public sentiment.

Could have gone straight to the coup and missed out on the protests but then of course Suthep would have been out of a job.

I think what they're saying is,...the draft has been completed by the PDRC Elite, but must wait till April for the right astrological time to present it publically,...which is OK,...for the next 4 months will give the illusion that others were involved with the process.

Will the final be approved by rubber stamp or stacked referendum?

It may as well be rubber stamped.

If there is a referendum and it is voted in, those that oppose it will say that the referendum was stacked (like they are already predicting).

If a constitution is rejected in a referendum with a No vote, what happens then? Delayed elections? An imposed constitution?

Hopefully people actually look at the constitution and pass or reject it because of it's content.

The Constitutional Court stopped Yingluck in accordance with the 2007 Constitution. This is what is called "check & balance." What stopped the military from its violation of the Constitution?

I suspect if there is a referendum it will by by Dusit Survey. The results are probably already written - 95% support the new constitution?

Yep, the junta decides what the people want, and what they can have. In what way do the people own the reforms?

Because they suggested them!

People can suggest reforms, but have no control over what the junta decides to do. The reforms will be whatever the junta decides they will be.

In case you haven't figured it out, the people can propose all they want, but it will be the junta that decides.

no figuring it out needed.

it's been pre-defined and laid out in black & white in the 'interim constitution' which states that the last word is the 'NCPO's'

Take time to read it, what was wrong with that document I wonder.

It made 'people All people" responsible for thier actions no matter what possition they were in.

'Hobson's Choice? there was NO alternative, there was NO campaigning allowed against it and, most importantly, the Army said "we will stay in power if you do not vote for it"

now we will have "groundhog day"

none whatsoever, better not to have one than manipulate the choice as "choose any colour car as long as it's black"
