I am an American male applying for a retirement visa and meet all the criteria. How do I get a police report on my "non-record"? Do I go to my local police or the FBI or what? Thanks for any help.

Please note that applications for a Non-Immigrant Visa "O-A" (Long stay) - visa for retired persons require police clearances. However, applications for an "O" visa (with a view to retirement) and its corresponding Visa Extension in Thailand do not require police clearances.

Get a Non Immigrant O, single entry 3 month visa an come to Thailand.

After 2 months here apply for the Retirement 1 year extension.

Then you don't need a police report.

Bad Idea to apply for an AO outside Thailand.
