If it has value it is taxed, customs aren't going to fart around figuring out if it's been used or not. The sender can put a value on it, but there's every possibility they will simply value it as they see fit and don't forget duty is payable on the postage and insurance too.

All I know when it comes to 'good gear' they're not mugs.

They will tax based on the value of the goods, irrespective of whether it is new or not, being a "gift" is irrelevant. They will be guided by the value stated by the shipper. If it is a low value item they won't bother, and even higher value items sometimes slip through. I received an old camera yesterday valued at $200 on the shipping and it arrived with no tax to pay. This made me very happy.
