This has been a concern for me ever since they started cracking down on the street vendors. It was always going to favor big business. The government really should have some alternative plans for small vendors- create more markets, build some dedicated stalls near high traffic areas, etc.- or they will become a burden on the system.

The bit about the beach umbrellas is pretty ridiculous. I guess they could do it like the European beaches that rent umbrellas by the day and take em away when you leave.
